How we decide councillor numbers

For these reviews we have grouped the three island council areas together, Na h-Eileanan an Iar, Orkney Islands and Shetland Islands, with a ratio of councillors to electors of 1:800. 

Using the ratio of 800 resulted in councillor numbers of 27 for Na h-Eileanan an Iar, four fewer than at present.  We applied a 10% cap on change, as set out in our methodology to minimise change, and have proposed 28 councillors for Na h-Eileanan an Iar Council area, three fewer than at present.

When designing wards we may move away from the exact number of councillors proposed by the methodology if doing so means creating a pattern of wards that better meets the needs of the council area for effective and convenient local government.
